MSD operates through a network of 28 Central Medical Stores and Regional Medical Supplies Divisions (RMSDs), serving approximately 1,200 district-level hospitals. The distribution of medical supplies is carried out directly by MSD to ensure timely availability to government sector healthcare institutions.

Strengthening Healthcare through Efficient Supply Management
The Implementation of the MSMIS (Medical Supplies Management Information System) System.
Phase-1, has connected 52-line ministry hospitals and 26 RMSDs. This system automates various business processes of MSD, which can be broadly categorized. At MSD, we are dedicated to efficiently managing the supply and distribution of medical resources to support the healthcare sector. Through the integration of technology and streamlined processes, we aim to strengthen healthcare delivery nationwide.

Estimation Process
Connected line ministry hospitals can record their estimates for the upcoming year based on current stock, future orders, and consumption directly on the MSMIS system. RMSD-catered institutions utilize a web portal, where they can download excel templates generated by MSMIS, fill them out, and upload them to the portal. These excel sheets are consolidated by RDH (Regional Directorate of Health) and uploaded to MSMIS through an automated process.

Procurement Process
The State Pharmaceutical Corporation (SPC) serves as the main procurement arm of MSD, handling 90% of procurement activities. The MSMIS system is extended to SPC, enabling them to view the order lists raised by MSD. Any changes or modifications made to the order lists are immediately reflected in the system. Once the final order list is confirmed, SPC raises purchase orders for foreign suppliers. The entire process, from port clearance to goods delivery at MSD premises, is automated within the MSMIS system. This upfront information allows MSD to plan storage facilities to accommodate the incoming goods.

Distribution Process
Line ministry hospitals and RMSDs submit their medical requests online through the system. Stock Control Officers at MSD review these requests against the approved estimates for each institution. Upon approval, the quantities for dispatch and delivery are determined. Hospitals and RMSDs have the option to transport these medical supplies using their own vehicles or utilize MSD vehicles. The system maintains records of all dispatched items, allowing for traceability from the point of request to delivery.

Quality Process
The MSMIS system also encompasses a quality process, ensuring adherence to quality standards throughout the supply chain. This includes tracking batch numbers, expiration dates, and quality control measures for the medical supplies distributed.
